Washington County’s public custody tools are meant to help community members see who is in custody, review arrest information, and check recent arrest or release activity. The 24-hour arrest and release log is separate from the custody search and can be useful when a person was just booked or just released.

A jail booking record may include charges and bail/security information, but it is not a conviction. A charge may later be dismissed, reduced, amended, upgraded, or resolved through court proceedings. An adult in custody may also be released while the criminal case continues.

Booking photos and online jail records should be treated as identification and custody tools only. They do not prove guilt, sentencing outcome, probation status, dismissal status, or final disposition. III. Bail, Security Amounts & Release Options

Washington County explains that bail is also called “security.” It is the amount set by the court for release from custody until trial. Bail is not a fine or punishment. It is used to help ensure the defendant appears for trial and pretrial hearings.

Washington County’s bail page explains that generally only 10% of the full bail amount is needed for release, but the person posting bail can become responsible for the remaining 90% if the adult in custody misses court. A 15% court processing fee and any fines ordered by the judge may be deducted if the posted bail is returned. If bail is posted in full, the court waives its processing fee.

How traditional bail is posted:
  • An adult with official government-issued photo ID may post bail, except another adult in custody.
  • In-person bail can be posted 24 hours a day, seven days a week at the Sheriff’s Office Records Unit.

Self-bail is different. An adult in custody may be able to post bail using cash or credit cards in their possession at the time of arrest, or money added to their jail account. Money added to an AIC’s account becomes their property, and they are not obligated to use it for self-bail. If the AIC has a negative account balance, that debt must also be covered for self-bail.

Washington County also describes release options beyond bail. The jail may consider forced release based on risk assessment when space is limited, and some arrestees may qualify for recognizance release if they meet court criteria. Violent crimes and domestic assault crimes are not eligible for recognizance release under the county’s posted explanation.

Bond timing warning: Paying bail does not guarantee instant release. Charges can update, court orders can change bail, multiple cases may exist, and release processing can be delayed by warrants, holds, court paperwork, jail workload, medical issues, or release-review steps.

Do not copy mail rules from another Oregon jail. Washington County uses its own jail mail instructions and Viapath account system.

For jail accounts, Washington County says every adult booked into the jail has access to a jail account. Cash possessed at arrest is deposited into that account, and other adults may deposit money as well. Adults in custody may use account money to post bail, pay fees, or purchase commissary items such as hygiene supplies, writing materials, and snacks.

Ways to deposit money:
  • Online: Access Corrections is the county’s third-party online deposit vendor.
  • In person: Records Unit inside the Sheriff’s Office at 215 SW Adams Ave, Hillsboro, OR 97123.
  • By mail: Send deposits to Washington County Jail Administration, c/o AIC name and booking number, 215 SW Adams Ave MS-35, Hillsboro, OR 97123.
  • Commissary timing: Orders must be completed by 7:00 a.m. Tuesday for weekly Friday delivery; deposit by Sunday evening if you want funds available for that week’s order.

Washington County lists deposit limits. U.S. Postal Service money orders and bank cashier’s checks have a maximum of $100 per sender per day. Access Corrections online deposits have a maximum of $300 cash per day and $300 on a credit card per week.

For calls, Washington County says adults in custody cannot receive telephone calls, jail staff cannot relay messages, three-way calls are not allowed, and phone calls are recorded except calls to an AIC’s attorney and verified clergy members. Adults in custody may place collect calls or use prepaid Viapath phone accounts.

Recorded-call warning: Do not discuss witnesses, evidence, victims, drugs, weapons, vehicles, passwords, social media, co-defendants, or case strategy on ordinary jail calls. Routine calls are recorded except protected attorney and verified clergy calls.

V. Booking, Property, Medical & Mental Health Help

When an adult arrives at the Washington County Jail, the booking process can take several hours. The county explains that deputies search for contraband, collect personal property, take photographs and fingerprints, issue an ID bracelet, provide jail clothing, record charges and interview responses, complete a medical intake assessment, and review the person’s booking file for lodging or release consideration.

Personal belongings are inventoried and stored in the property room. Washington County explains that each AIC has one property bin about the size of a recycle bin. The jail will not hold some items such as weapons, hazardous materials, illegal items, alcohol, food, or drinks. Those items may be destroyed or held by the arresting agency, with a receipt placed in the person’s property bin.

Money and property release details:
  • An AIC may release funds to another party but must keep at least $20 in the account.
  • Only one money release is allowed per booking.
  • Money releases are normally issued by check and mailed to the payee.
  • Jail staff do not accept walk-in money-release requests unless there is a validated urgent situation.
  • AICs do not have direct access to the property room.

Washington County also contracts with NaphCare for medical and mental health services in the jail, and the custody information page references a NAMI health information form that can help families provide detailed medical and mental health information to jail staff.

Practical documentation rule: For health alerts, money release, property pickup, deposit issues, and ADA concerns, write down the AIC name, booking number, date, time, staff instructions, and confirmation numbers. Memory is not a records system.

VI. Social Visits, Video Visits & Professional Visits

Washington County lists social visiting hours as 7:15 a.m. to 10:45 a.m. and 1:45 p.m. to 5:00 p.m. Monday through Friday, Saturday and Sunday, and holidays. The county says visitors should refer to the Social Visiting Guide for rules, standards, and guidance regarding in-person visits.

For video visits and messaging, friends and family may set up a Viapath / GettingOut account. Washington County says account validation requires full name, email address, birth date, valid street address with city, state and ZIP code, the last four digits of Social Security number, a profile image, and photos of the front and back of valid ID. Accounts that fail to provide required information may be terminated.

Video visit details:
  • The person who schedules the video visit is charged for the visit.
  • Washington County lists one 30-minute video call at $7.50.
  • AICs are allowed an unlimited number of video visits per week during video visiting hours.
  • Staff monitor video visits for jail-rule compliance.
  • Video visiting hours match the posted morning and afternoon visit windows.
  • A computer, webcam, microphone, and high-speed internet connection are needed.

Professional visits are handled differently. Attorneys and representatives may visit in a way that meets legal requirements and jail security rules. Before their first visit, professional visitors must read and sign a Jail Visitor Agreement, which must be renewed annually. Monday and Friday visiting hours are reserved solely for professional visitors, though professional visits may also occur during regular social visiting hours.

Visit warning: Video visits are monitored for compliance with jail rules. Do not use social or video visits to discuss evidence, pressure witnesses, contact protected parties, violate no-contact orders, or plan anything illegal.
