WV Regional Jail Inmate Search Without Using the Wrong Database
West Virginia’s regional-jail system is different from states where each county sheriff runs a separate public jail roster. Ten regional jails serve all 55 counties, while WVDCR provides separate tools for jail custody, daily incarcerations and prison records.
Use this guide to choose the correct official search, identify the facility and court county, then verify bond, visits, mail, calls, money and custody notifications through the source responsible for that task.
WV Custody Source Board
Fast Answer
Use Offender Search — Jails when you are trying to find someone in a West Virginia regional jail. Use Daily Incarcerations for recent admission activity and county-based searches. Use the separate Prison Search if the person may be in state prison or another WVDCR supervision category.
After locating the person, save the full facility name, OID/offender identifier and relevant county. The jail search answers a custody question; West Virginia Judiciary answers the court-case question.

Daily Incarcerations, Jail Search and Prison Search Are Not the Same
| Official tool | Use it for | Do not treat it as |
|---|---|---|
| Offender Search — Jails | Name-based search for people listed in the West Virginia regional-jail system. | A complete criminal-history report or final court disposition. |
| Daily Incarcerations | Recent admissions and county/institution activity. | A permanent historical arrest database or guaranteed real-time release record. |
| Offender Search — Prisons | Prison and other WVDCR supervision records handled through the prison search. | The correct first search for most newly arrested regional-jail detainees. |
| WV Judiciary | Magistrate and circuit court case information, hearings, docket activity and court follow-up. | A live inmate housing locator. |
| WV VINE | Custody-status information and notification where available. | The authoritative source for final court disposition. |
| Federal BOP | Federal Bureau of Prisons custody. | A substitute for West Virginia regional-jail or state-prison searches. |
How to Run a WV Regional Jail Inmate Search
- Open the official WVDCR jail search. Use the Jail Search rather than a private mugshot, background-check or people-search page.
- Enter at least the first three letters of the last name. Start broad. Add the first name only when the result list is too large.
- Confirm more than the name. Compare facility, OID/offender identifier, county and other available identifying information before deciding you found the correct person.
- Save the full facility name. The exact facility controls visiting questions and is required in WVDCR’s scanned-letter address format.
- Use Daily Incarcerations for a very recent arrest. Intake, transport, medical screening, arraignment or data entry may happen before a name search becomes useful.
- Use WV Judiciary for the legal case. Confirm charges, hearings, bond and court status separately; never treat the jail roster as the final court record.
How to Use WV Daily Incarcerations Correctly
Daily Incarcerations is useful when the arrest or admission is recent. The official page can be viewed through county and institution activity, but WVDCR warns that its public jail information changes quickly and may not reflect the true current location, release date or status.
Start With Arrest or Charging County
Select the likely county when you know where the arrest or case began. Remember that the person may be housed in a regional jail physically located in a different county.
Check Recent Admissions
Institution admission counts can help when you know the likely regional jail but do not yet have a reliable name match.
Do Not Treat It as Permanent
Release, transfer, court orders and data corrections can change the result. Recheck the name-based search and court record before relying on an older screenshot.
West Virginia Regional Jails and the Counties They Serve
The facility name matters because court county and jail location are not always the same. The following 10 regional jails collectively cover all 55 West Virginia counties.

What If the WV Jail Search Shows No Result?
Booking May Still Be Processing
Transport, intake, fingerprinting, medical screening, initial appearance and data entry may occur before the public search becomes useful.
Try a Broader Search
Use the first three or more letters of the last name. Remove the first name, then try legal-name variations, maiden names or hyphenated surnames.
Check Prison Search
A person may have been transferred out of regional-jail custody or placed into another WVDCR custody or supervision category.
Check the Right Authority
The person could be in federal custody, another state, a juvenile system, temporary local holding or another non-regional-jail setting.
- Recheck the exact last-name spelling.
- Try the minimum three-letter last-name search.
- Use Daily Incarcerations if the arrest is recent.
- Confirm the arrest or charging county.
- Check the WVDCR prison search if transfer or sentencing is possible.
- Use WV Judiciary to see whether a criminal case exists in the expected county.
- Check federal BOP only when federal custody is genuinely possible.
- Use VINE when you need ongoing custody-status notifications.
West Virginia Inmate Search Identifiers
| Identifier or field | Best use | Common mistake |
|---|---|---|
| Last name | Primary jail-search input; begin with at least the first three letters. | Entering too many uncertain fields and excluding the correct result. |
| First name | Narrows common surnames. | Assuming a nickname will match the official record. |
| OID / offender number | Useful for identity matching, mail and other WVDCR services. | Confusing it with a court case number. |
| Full facility name | Visiting, mail routing and facility contact. | Using an abbreviation such as WRJ in scanned letter mail. |
| Charging or case county | Court, magistrate, circuit clerk and bond follow-up. | Assuming the jail’s physical county is automatically the case county. |
| Court case number | WV Judiciary and clerk records. | Using it as an inmate trust-account identifier. |
WV Regional Jail Bond and Release: Check the Court
A regional jail houses the person, but a magistrate or court controls bail decisions and release conditions. West Virginia’s magistrate rules specifically address initial appearances, bail and people already confined in regional jails.
Initial Appearance and Bail
Magistrates handle initial appearances in many criminal cases and can set or accept bail under the applicable rules. A person housed in a regional jail may have an initial appearance by video conference.
One Bond Amount Is Not the Whole Picture
Another case, warrant, detainer, probation/parole issue, court condition or administrative processing step can still affect release. Never promise an exact release time from a displayed bond amount.
Before Paying or Arranging Bond
- Confirm the defendant’s correct legal name.
- Confirm the charging county and court.
- Confirm the exact case number.
- Confirm the current bail or bond order.
- Ask whether another case, warrant or detainer exists.
- Verify whether the payment is being made to the court, clerk or another authorized channel.
- Do not confuse inmate trust funds with bail.

Check West Virginia Court Records Separately
Use the jail search for custody and location. Use West Virginia Judiciary for the legal case.
Free Magistrate Record Search
The Judiciary says its magistrate search accepts a first name, last name or case number and can return a list of up to 30 records. The search itself does not provide the actual court documents.
Contact the magistrate clerk in the county where the case was filed when you need document copies.
Statewide Circuit Records
West Virginia Judiciary now provides statewide circuit-court record access covering all 55 counties. Use circuit records when the case has moved to circuit court or when that court is the filing court.
How to Send a Letter to a WV Regional Jail Inmate
WVDCR currently routes ordinary personal letters through its scanned-mail address in Phoenix, Maryland. Do not mail ordinary correspondence to a regional jail’s street address unless WVDCR specifically instructs you to do so.
Use the Exact Mail Address
Inmate First and Last Name and OID Number Full Name of Facility — No Abbreviations PO Box 336 Phoenix, MD 21131The sender must also use a full return address with the sender’s complete first and last name. Initials are not sufficient.
Items That Can Cause Return
- Photographs in ordinary letter mail.
- Letters addressed to more than one offender.
- Attachments or enclosures.
- An abbreviated facility name.
- A missing OID number.
- An incomplete sender name or return address.

WV Regional Jail Visitation: Facility Rules Control
West Virginia regional jails use non-contact visitation procedures, but scheduling and frequency are not identical at every facility. Do not copy a Western, Southern or North Central schedule onto another jail.
Inmate-Scheduled Example
Central Regional Jail currently states that visits are scheduled by inmates. Its current facility page contains the applicable visitation days and time slots.
Call-In Example
Western Regional Jail currently uses designated call-in scheduling windows and explicitly states that there is no walk-in visitation.
Advance Call Example
Potomac Highlands currently requires non-contact visits to be scheduled one day ahead using its published visitation line and identification rules.
Before Driving to Any WV Regional Jail
- Confirm the person is still housed at that facility.
- Open the exact WVDCR facility page.
- Check who schedules the visit — inmate or visitor.
- Check the current day and appointment window.
- Confirm identification and minor-visitor requirements.
- Check current dress and property restrictions.
- Recheck immediately before travel in case of operational changes.
WV Inmate Calls and Video Visits
WVDCR currently identifies GettingOut as its provider for inmate calling and video visits.
Set Up the Correct Account
Confirm the person’s facility and identifier first, then use the current GettingOut account and support route published by WVDCR.
Do not assume that funding an inmate trust account automatically funds calls.
Video Access Is Separate From In-Person Visits
A GettingOut account does not replace facility-specific non-contact visitation rules. Check both the vendor service and the current regional-jail page.

Offender Banking, Commissary and ConnectNetwork
WVDCR currently lists ConnectNetwork for deposits to inmate trust-fund accounts.
| Deposit route | Official WVDCR information | Important distinction |
|---|---|---|
| Web | ConnectNetwork.com | Trust-account money is not bail. |
| Phone | 888-988-4768 | Verify the inmate and account type before paying. |
| Mobile | ConnectNetwork app | Phone/video accounts and inmate trust funds can be separate. |
Before Sending Money
- Confirm the inmate’s exact name and identifier.
- Confirm the current WVDCR facility.
- Choose the correct account type.
- Keep the receipt or confirmation number.
- Do not make a duplicate payment merely because a deposit is not immediately visible.
- Do not use inmate banking when the real task is bail, court fines or another court-controlled payment.

West Virginia VINE Custody Notifications
WVDCR’s Victim Information Notification Everyday service provides custody-status information and automatic notification options.
1-866-WV4-VINE
The published VINE number can be used for custody-status information and automatic phone-notification registration.
VINELink
WVDCR directs users to VINELink for online and email-notification registration.
Movement Notifications
WVDCR states that VINE does not make the notification call while an offender is being moved from one facility to another; notification occurs after arrival at the new facility.
Urgent Safety, Medical Concerns and PREA
For an urgent welfare or medical concern, contact the facility that currently houses the person. Do not post private diagnoses, prescriptions, medical records or other sensitive health details on public websites or social media while trying to get help.
Contact the Current Facility
Locate the current regional jail through WVDCR, then call that facility and ask for the appropriate staff route. For an immediate life-threatening emergency, use the appropriate emergency channel rather than waiting for email, mail or a routine visit.
Report Sexual Abuse or Harassment
WVDCR currently publishes PREA reporting numbers 1-855-366-0015 and 304-352-4724, plus dcrprea@wv.gov.
WVDCR states that allegations are investigated regardless of source and that appropriate cases are referred for criminal investigation.

WV Regional Jail Inmate Search FAQs
What is the official WV regional jail inmate search?
The official statewide regional-jail name search is WVDCR’s Offender Search — Jails. Use it for people listed in West Virginia regional-jail custody and use the separate Daily Incarcerations tool for recent admission activity.
How much of a last name do I need for the WV jail search?
The regional-jail search instructs users to begin with at least the first three letters of the last name. Add the first name only when you need to narrow the result list.
What is WV Daily Incarcerations?
Daily Incarcerations is WVDCR’s recent-admission search route. It can be viewed by county and institution activity, but its information can change quickly and should not be treated as a permanent criminal-history record.
Why can I not find someone who was just arrested?
The person may still be in transport, intake, medical screening, arraignment or data-entry processing. Recheck the name, use Daily Incarcerations and verify the arrest county before assuming the person was released.
Are West Virginia regional jails run by individual county sheriffs?
West Virginia uses a regional-jail network rather than a separate public county-jail roster for each of its 55 counties. Ten regional jails serve county groups through the statewide corrections system.
Where do I send a normal letter to a WV regional jail inmate?
WVDCR currently directs ordinary letters to the inmate’s first and last name and OID number, full facility name without abbreviations, PO Box 336, Phoenix, MD 21131. A complete sender name and return address are also required.
Can I send photographs in ordinary WV DCR letter mail?
No. Current WVDCR instructions say photographs are not permitted inside ordinary scanned letter mail and mail containing photographs will be returned to the sender.
How do calls and video visits work?
WVDCR currently identifies GettingOut as the provider for inmate calling and video visits. In-person or non-contact facility visitation must still be checked on the exact regional-jail page because scheduling procedures vary.
How do I send money to a WV DCR inmate?
WVDCR currently lists ConnectNetwork for inmate trust-fund deposits through web, phone and mobile-app routes. The published deposit phone number is 888-988-4768. Trust-fund deposits are separate from bond and court payments.
Where do I check WV court records after finding someone in jail?
Use West Virginia Judiciary’s Court Record Access page and Magistrate Record Search. The magistrate search provides case information, while actual court documents must generally be obtained from the clerk in the county where the case was filed.
